Re: Permission to Skate Requests
It has come to our attention that some HEO Junior Teams are inviting 15, 16, and 17 year old players who reside outside of HEO’s jurisdiction to attend Prospect/Evaluation Camps. Please note the following two Hockey Canada Regulations:
Regulation P. Tampering:
1. No Player may be invited to attend or participate in an evaluation camp operated by a Team or League to which the Player is ineligible to register or Affiliate for the upcoming season as of the date of the camp.
Hockey Canada Regulation P.1 limits attendees to individuals who would be eligible to play in the League next season, so inviting 15-, 16- and 17-year-old players from other Members and/or USA Hockey would be off-limits, since those players would need to appeal to do an inter-Member transfer due to Regulation H.1.
Regulation H. Transfers:
1. No Player of U18 eligibility or under may be transferred from Member to Member, or from another Federation to Hockey Canada, to play other than Major Junior hockey unless such player comes under Regulation G.9 (bresidential move) or (c-Hockey Canada accredited school).
Due to these regulations, HEO cannot grant Permission to Skate requests to any players below the age of 18 for any form of prospect/evaluation Camp inside or outside of HEO’s boundaries.
Minor Hockey Associations are advised not to sign any “Permission to Skate” requests for organizations outside of HEO territory.
Teams found to be in contravention of these regulations may face potential sanctions from HEO.
